lowering standard seats

In my search for room for my head - keeping the standard seats, I am considering cutting 2 holes in the beam beneath the drivers seat and inserting 3mm steel box sections for the standard seat rails to sit in.

Will this reduce the structural integrity or increase cabin noise?

it wouldn't be cutting the floor as such - rather a beam that crosses above it and i assume the box sections would actually add strength to the beam.

The seat has been lowered and certified by an RTA approved engineer!
It sits 40mm lower at the rear with the seatback angle maintained.

It involved cutting a section of the beam the front left edge of the seat is mounted to and dropping the standard rails into it. This was then reinforced and the mountings altered appropriately. With the carpet back in, it looks stock, though feels like a different car!
